There are some courting that doesnt always end in marriage so I believe that you should only kiss someone if you have seeked God's face about, and He has said that it is His will for you.
Even in that not every couple should kiss, I believe that as a couple you need to set your own boundaries but also seek the Holy Spirit to help you set them. Because for one couple kissing might be ok and for another it will not be ok. Every relationship is different and you should look to God for the tailored made instructions for you as a couple. There are other actions that could also lead to other things not just kissing so it is important that as a couple you make your intentions very clear to one another. With the help of the Holy Spirit once you make these boundaries if you break them it is no longer just between the two of you but you have broken what God has set over your lives.
Just like God had specific instruction for the nazarites to not drink wine, it was tailor made for them. Other people who drunk wine were not sinning against God (When their intention was not getting drunk of it). I believe it is the intention/reason behind the kissing that determines whether it is good or bad.
